Do we have to rebuild every SSIS package from scratch?
No - most healthy packages lift and shift into Data Factory or Fabric with minimal change, often using the Invoke SSIS Package activity to preserve existing logic. We only rebuild the packages where a native cloud version genuinely pays, such as the slow, fragile or business-critical ones. Tiering the estate by complexity and value means you modernise where it matters and avoid expensive re-engineering of pipelines that were never the problem.
What is the difference between Azure Data Factory and Fabric Data Factory?
Azure Data Factory is Microsoft's standalone cloud integration service, while Fabric Data Factory is the same capability brought inside the unified Microsoft Fabric platform alongside your warehouse, lakehouse and reporting. If your future is Fabric, migrating integration there keeps everything in one governed platform; if not, Data Factory is the proven standalone path.
